The InterCity Railway Moss project is scheduled for completion in 2023, and the project will develop a functional and efficient hub for the city of Moss next to the new station.

The new double track will provide shorter travel time and increased capacity for both passenger and goods trains as both speed and train frequency are significantly increased.

Ramboll Sweco is responsible for RAMS in the project. The project has established RAMS implementation plan and RAMS plans, carried out several RAMS analyses to identify hazards, barriers and the possibility of single errors. Furthermore, assessments have been made regarding reliability and maintenance conditions. Both final and temporary operating phases have been assessed. A quantitative availability analysis has been carried out. Furthermore, system requirements specifications have been established. Safety cases have also been established.

One of the barriers that the project has encountered and that have made this project interesting regarding safety is the long temporary phase of six years.

The project has developed a new approach to allocating SIL requirements based on LOPA and risk graph. Based on this analysis, THR requirements are derived from the interlocking system.

Risk-reducing measures and their effects are assessed in accordance with the ALARP principle. Identified risks are documented in RAM and hazard logs, for which the project has used the online risk management tool, RamRisk. The project was also one of the first railway projects in Norway to use BIM to identify and access risks, and to show risks in a 3D-model.

Ramboll worked with Sweco on this project in a joint venture called Ramboll Sweco ANS.
