The plan was prepared in a process involving the water works several times.
A technical inspection and recording of data on each water work is carried out as a basis for evaluating the existing water supply, the condition of the water works and their ability to expand water production or function as emergency supplies for other water works. Based on the expected residential and commercial development a forecasts of water use has been prepared for each water supply area.
