The Green Mountain Project for a Sustainable Future was a development initiative led by the Engineering Consulting Office for Utilities (ECOU) in partnership with a consortium of international consultants led by Ramboll UK. In 2009, ECOU was one of the main engineering consulting practices in Libya involved design on major projects. Its work included urban and regional planning, and investigations supporting the designation of protected areas and national parks.

The project's overall objectives were to provide the local population of Al Jabal Al Akhdar (Green Mountain) area on Libya's northeast coast, with infrastructure and income as well as protect the region's natural and cultural assets, both of which are important for quality of life and tourism. Impetus for the project sprang from the country's interest in a sustainable development model that also provides economic diversification away from dependency on oil and gas.

The aim of the first phase, led by our consultants (2009-2010), was to provide a sustainable development framework for Green Mountain, an area that combines world class archaeology with a landscape of outstanding natural beauty and importance to Mediterranean biodiversity.

Among the core objectives of phase one was a review of the threats to the four ancient cities in the area, recommendations for their protection and management, identification of areas of outstanding natural beauty, a survey of flora, a biodiversity strategy, an infrastructure survey and analysis, the development of a Sustainability Checklist and the definition of an energy consumption baseline.
