Ramboll is Client Consultant to the Skolkovo Foundation, established by the Russian President to develop Skolkovo Innovation Centre. Covering an area of 400 ha just outside of Moscow, the Centre is supposed to be Russia’s response to Silicon Valley. 

The Moscow suburb of Skolkovo is benefitting from cutting-edge competencies in master planning and sustainable urban development.

The ambition is to transform the area into Russia’s equivalent to Silicon Valley by creating an incentive for the world’s creative frontrunners to move to Moscow’s suburb Skolkovo.

Ramboll has developed a set of requirements designed to ensure that Skolkovo becomes a completely sustainable city.

Shared community

Søren Hansen, Project Director at Ramboll explains: “Rather than starting with the construction of physical buildings, we first produced a vision of life within the city. To a great extent, this means tapping into the creative, innovative pulse and identifying how residents can create networks. The emerging vision is a city which focuses on the shared community.”

Ramboll was appointed as consultant to assist the Foundation securing that the ambitions regarding sustainability are being met. Ramboll reviews the draft master plan and proposes alternative and more sustainable design features.

Further a masterplanning code has been developed as a supplement to the Russian planning legislation. The main fields of focus are urban design principles, functional zoning, transport and mobility, energy supply and demand, waste management, safety and smart city concepts.

New approach to urban development

"The Skolkovo project indicates a completely new approach to urban development in Russia, because the project is subject to new regulations and entails new approaches to environmental and building requirements. This is partly to attract investors through taxation benefits, but also to enable the implementation of green technologies in the district. As sustainability consultants, we've developed a set of requirements called 'Green Code'. This is a set of pretty restrictive and exemplary guidelines for design in Skolkovo," says Lars Ostenfeld Riemann, Group Market Director of Buildings at Ramboll.
